From the Highlands-Mead Metropolitan District Board of Directors
Dear Residents,
The Board of Directors is pleased to inform you that Public Alliance became the management company for the Highlands-Mead Metropolitan District in January 2025. We are confident this transition has improved communication, service, and overall operations within the community.
As part of this change, the process for quarterly fee billing and payments has been updated. Please review the following information to ensure your account is current.
Quarterly Fee and Payment Process
Each property is assessed a quarterly fee of $350. Billing is handled by American Conservation and Billing Solutions (AmCoBi). Invoices are mailed prior to each quarterly due date. Invoices include your account number, which can be used to set up automatic payments online at pay.amcobi.com

Payments received more than 15 days after the due date are subject to a $15 late fee. Residents may also pre-pay fees if desired. For additional details regarding delinquent fees and collection policies, please visit the District’s website: highlandsmeadmetrodistrict.com/district-documents
What the Quarterly Fee Covers
The quarterly fee supports essential District services, including:
- Weekly trash collection and biweekly recycling
- Common area maintenance and insurance
- District management, legal, and accounting services
In addition to quarterly fees, the District also collects property tax revenue to fund operating and debt service expenses.
Trash and Recycling Service
Trash and recycling services are provided by Waste Management and are included in your quarterly fee. Each household is entitled to one 96-gallon trash container and one 96-gallon recycling container.
If you currently maintain a separate account with Waste Management or another provider, we encourage you to cancel that service to avoid unnecessary charges. Public Alliance can assist you with ensuring your included service is properly set up.
